Board of Directors

ESGC Board members consist of elected County Legislators, the County Treasurer, the Director of CCEDPT, the Director of Real Property Services and the County Administrator.  All members serve ex officio as per the Corporation’s bylaws.  

Daniel Martonis, Chair

County Director of Real Property Services.  Mr. Martonis formerly served with the department in the role of GIS Coordinator and has served as the Director for 10 years.  He oversees the coordination of assessment functions, local assessor training, and the countywide assessment roll.  In addition, Mr. Martonis works closely with the Treasurer to manage the annual tax sale.

James Snyder, Sr., Vice-Chair

Cattaraugus County Legislative Chairman.  Mr. Snyder has served over 50 years in the Legislature with 13 years in total as Chairman.  He has served as President of the New York State Association of Counties (NYSAC) in Albany, NY, and as President of the National Association of Counties (NACo) in Washington, D.C.   Mr. Snyder served as Special Assistant to President George H.W. Bush and as President of the Cattaraugus Empire Zone Corporation and Board of Health. 

Joseph Keller, Treasurer

County Treasurer.  Mr. Keller has served as the elected Treasurer for several terms and in that role manages the tax collection and foreclosure processes for the County.  The office has received the Government Finance Officer Association Certificate of Excellence in Financial Reporting.

Crystal Abers

County Director of Economic Development, Planning and Tourism.  Ms. Abers has served as the Director of EDPT since 2010 and is a licensed insurance broker and real estate agent with more than 35 years experience as a business owner.  In addition, she has more than 25 years experience as a local elected official serving as Council member for the Town of Dayton and Legislator with Cattaraugus County, including several years as Chairperson.

Susan Labuhn

County Legislature member.  Ms. Labuhn, a retired nurse, is currently serving her third term as District 5 representative, including the towns of Coldspring, Great Valley, Red House, and Salamanca.  She is also a member of the Legislative Finance and Senior Services Committees. 

Donna Vickman

County Legislature member representing District 3.  Ms. Vickman also serves on the Legislative Finance, Human Resources, Labor Relations, and Senior Services Committees. 

John Padlo

County Legislature member representing District 8.  Mr. Padlo is County Minority Leader and also serves on several legislative committees including Operations and Public Safety, Development and Agriculture, Finance, and Strategic Planning.   

David Koch

County Legislature member.  Mr. Koch is a retired supervisor of public utilities and is in his third legislative term representing District 5.  He is a member of several Legislative Committees including Operations and Public Safety, Development and Agriculture, Public Works, Senior Services, and Strategic Planning.

John Searles

County Administrator.  Mr. Searles has worked for Cattaraugus County in various capacities for 38 years, appointed by the County Legislature to serve as Administrator since 2003.
